采用单一来源采购方式的原因及说明： 从2013年起至今，仁通档案管理咨询服务有限公司一直是社保业务档案库房租用服务的供应商。该服务商提供的服务能满足社保对库房租用的各方面需求，在历年项目评估中都得到了较好的评价。为了保障社保档案的安全性与保密性并考虑到委托保管业务档案项目的下列特殊性：
1.业务档案管理特性要求有统一性、连续性，要求保管单位与标准有一贯性，不易更换。
2.移送的档案数量巨大，为避免出现损坏，实体档案不易经常搬运，应有固定场所长期存放。
3.业务档案基本上经过塑封处理，多次移动会造成塑封袋漏气，增加档案损坏风险。
